The building which houses Lightwater Library is not owned by Surrey County Council, they merely operate the Library in one of the rooms. It is actually owned and maintained by Lightwater Library Association, a registered charity whose Trustees are all local residents. The building, which is situated up the passageway behind Oysters Fish & Chip shop, was opened in 1986. The Library Association provides a meeting room available for use by the community.
